A few years have passed since the Lisbon Treaty came into force but the question still remains of what the Lisbon Treaty has actually brought about. Was it just 'relatively insignificant' as some scholars have claimed, or was it 'something' more? This book sets out to look at this question and it does so by applying a classical division: polity, politics and policy. One of the book's conclusions is that the Lisbon Treaty might have been 'plan b' compared to the aborted Constitutional Treaty, but it is certainly a substantial step forward on the European path of integration. The Lisbon Treaty strengthened the EU both as a polity (its stateness), and in its politics (the rules and procedures) and in spite of the fact that the treaty was not really a 'policy treaty', it has extended the Union's field by federalizing most of the policies within the area of Justice and Home Affairs. This anthology brings together scholars from four European countries each of them a specialist within the fields they are analyzing. Each scholar adds insights from their area of competence to the book, leaving it an important contribution to the study of today's European Union.

This teaching companion’s principle aim is to provide a general overview of the ‘milestones’ of European integration as well as to analyse and assess the functioning of the EU institutions. Despite many political and academic controversies surrounding the EU and its institutional architecture - one critical insight remains commonplace: This strange construction is increasingly relevant for European governments and Union citizens alike. This teaching companion tries to deal with developments with and after the Lisbon TEU and TFEU and also with EU institutions’ reactions to the economic, financial and sovereign debt crisis since 2008. One fascinating and at the same time frustrating subject are the dynamics of the EU construction: The EU system is a ‚moving target‘. Thus we need to carefully observe the developments and the evolution of the EU policy. This book addresses several target groups: • Early stage students • Advanced students who want to revisit and refresh their knowledge in view of recent developments • Experts/Practitioners who want to learn more about institutions and procedures outside their daily experiences

In recent years, the failure of the constitutional process, the difficult ratification and implementation of the Lisbon Treaty, as well as the several crises affecting Europe have revitalized the debate on the nature of the European polity and the balance of powers in Brussels. This book explains the redistribution of power in the post-Lisbon EU with a focus on the European Council. Reform of institutions and the creation of new political functions at the top of the European Union have raised fresh questions about leadership and accountability. This book argues that the European Union exhibits a political order with hierarchies, mechanisms of domination and legitimating narratives. As such, it can be understood by analysing what happens at its summit. Taking the European Council as the nexus of European political governance, contributors consider council and rotating presidencies' co-operation, rivalry and opposition. The book combines approaches through events, processes and political structures, issues and the biographical trajectories of actors and explores how the founding compromise of European integration between sovereignty and supranationality is affected by the evolving nature of this new European political model which aims to combine cooperation and integration. The European Council and European Governance will be of strong interest to students and scholars of European studies, political science, political sociology, public policy and international relations.
